do some searching for tuning, I'm not sure whats out there for the TC, but that will most likely be a decent bang for your buck. Most tuning programs are fairly easy to install

it all depend on what you want to modify:
Also what kind of budget are we working with
Interior:
Paint a couple of the interior dash parts
Cost: about 12 bucks some sand paper and a can of primer and a can of paint color of your choice.
Neon Lights
Cost: about 30 bucks
Exterior:
A good car wash (aleays makes a difference)
Cost: about 7-15 bucks
Vynal work
Cost: depend on what you want done
Neon Lights
Cost: about 30-200 bucks
Performance
Upgrade power and ground wires
Cost: 20-50 bucks
Remove factory air box replace with cone filter
Cost about 50-60 bucks (cheap until you get a intake)
Hollow out your cat (will make you fail inspections)
Cost: time a few nuckles and a pack of cigs
Colored wire looms or colored silicon hoses
Cost: 20-150 bucks (ok not really performance but it is in the engine bay and looks nice
this is all i can think of right now but i will add as i think of more
